Oklahoma roofers: what changes, and when
Oklahoma passed HB 1628, which adds a Residential Roofing Endorsement on top of the CIB roofing registration you already have. It does not turn registration into a full license — your registration stays registration. But starting in 2028, you cannot legally roof a house in Oklahoma without the endorsement. Here is the whole thing in plain English.
The short version
- Already registered with the CIB and in good standing by January 1, 2027? You can skip the test — get endorsed during 2027 with 10 hours of CIB-approved continuing education instead. Hold a Commercial Endorsement in good standing by that date and you skip the CE too.
- New to Oklahoma roofing (or not in good standing by Jan 1, 2027)? Your company's qualifying party must pass a PSI Residential Roofing exam — 70% to pass.
- January 1, 2028, the door closes. From that date the endorsement is required for all residential roofing work, and anyone who missed the grandfather window has to pass the exam — commercial endorsement holders included.
July 1, 2026
The law is in effect. HB 1628 became law in 2025 and took effect July 1, 2026. First-offense warnings for residential registration violations went away — unregistered work can draw enforcement right away.
January 1, 2027 ⭐
Applications open — and the grandfather cutoff hits. To qualify for grandfathering you must be CIB-registered and in good standing on or before this date. Jobsite-proof, subcontracting, and display rules also begin.
During 2027
The 12-month grandfather window. Existing registrants apply, pay the endorsement fee, and earn it by exam or 10 hours of approved CE. Commercial Endorsement holders in good standing get it with neither.
January 1, 2028 ⭐
Endorsement required for all residential roofing. No endorsement, no house roofs — and the only way in is the PSI exam. Labor-only crews must work directly for an endorsement holder.
Who has to take the test?
Only the qualifying party tests — the owner, officer, LLC member, or partner who is actively engaged in the work and supervises jobs. Your whole crew does not test. Labor-only crews who provide no materials and work directly for an endorsed, registered contractor are exempt from the endorsement itself (they still must be registered).
The exam: administered by PSI for the Construction Industries Board, designed with input from the Committee of Roofing Examiners. Pass mark is 70%. Fail it and you wait 30 days to retest — 90 days after a second failure. New applicants who weren't registered by Jan 1, 2027 get the endorsement no sooner than 30 days after passing, and can't sell or perform residential roofing until it's issued.
Honest note: PSI has not yet published the Residential Roofing exam's official outline, question count, or study references. Anybody selling you a "real Oklahoma residential roofing practice test" today is guessing. Contractor & Roofing License Exam Prep's Oklahoma practice test is coming soon — it will be built from PSI's official outline the moment it publishes, the same way our live Arkansas test is built from PSI's published Arkansas outline.
What it costs
- Endorsement: $230 initial ($30 application + $200 endorsement), $100 renewal
- Renewal CE: 4 hours a year for the Residential Endorsement (Commercial Endorsement CE also becomes 4 hrs/yr from Jan 1, 2027 — both together = 8 hrs/yr)
- Base CIB registration: unchanged, $75 a year
What does NOT change
- Base registration stays $75/yr with no exam
- Insurance stays: at least $500,000 general liability for residential ($1,000,000 for the Commercial Endorsement), CIB as certificate holder, plus workers' comp proof
- It stays registration + a tested endorsement — not full licensure
- Oklahoma still has no state general-contractor license — general building remains city-regulated
Your move, if you roof houses
Before Jan 1, 2027: make sure your CIB registration is current and in good standing — that one fact is the difference between 10 hours of CE and a PSI exam. If you also hold (or can earn) the Commercial Endorsement by then, you skip both.
During 2027: file inside the window. Don't sit on it — after Jan 1, 2028 the grandfather door is shut for good.
While you wait on Oklahoma's outline — the engine is live in Arkansas
PSI writes Oklahoma's business-style exams from the same NASCLA-based material Arkansas uses, and our Arkansas Business & Law track is live today with the full study + practice-test engine. Oklahoma's track lands here the moment PSI publishes the residential outline.
